Sandra Elaine Holding is a retired employee of the federal government and has enjoyed a long and extensive career in law enforcement with stints to include Transportation Security Administration(TSA), Department of Education( Dept of Ed), Small Business Administration (SBA), the Department of Veterans Affairs (VA) United States Air Force (Office of Special Investigations (OSI)) Retired Lt Colonel whose span of responsibilities include maintaining and coordinating liaison with local, state and Federal law enforcement authorities.
In addition, other responsibilities may be classified into ten (10) primary categories: Liaison, Investigations; Intelligence Dissemination; Special Assignments; Assessments; Case management; Dignitary Movement and Canines. She also conducted highly sensitive and specialized investigations of TSA employees and programs which resulted in a reduction in fraud, waste and abuse, and criminal prosecutions. She provided expert guidance to field offices on investigative techniques, case development, report writing, resources, and the use of firearms and other technical equipment. Holding was also responsible for administrative oversight, human resource, and budget management, as well as policy creation and implementation of all investigative initiatives for the investigative units in which she commanded.
Sandra holds a master’s degree in human resources management from Webster University, St Louis, MO, and a Bachelor of Science Degree in English Education from North Carolina A&T State University, Greensboro, NC. The Office of Personnel Management has certified her as a graduate of the Management Development Training Program in Sheppardstown, WV. She has also completed the requirements for TSA’s Senior Leadership and Development Program and completed academic requirements for the Duke University Fuqua School of Business Leadership Program. Holding’s vast resume will be an invaluable asset to the Charles Herbert Flowers Foundation.
